Control whether manual runs pause for plan review before execution.

What Safe Mode does

When Safe Mode is on, manual runs pause after planning so an operator can approve, reject, or request a plan revision. When Safe Mode is off, manual runs can continue after planning without a manual approval step.

Recommendation

Keep Safe Mode on while a scope is new, while rules of engagement are being refined, or when production impact tolerance is low.
